definition of common cross-border objectives

The main aim of the survey is to facilitate mobility along the Hungarian-Slovakian border through development of public transport. SWOT analysis was carried out in order to examine this issue and its possible solving.

Objectives and measures reflecting on the identified problems are illustrated in the following table:

This illustration of objectives and measures serves as a background of the Action Plan which can be followed by a well-structured indicator system.

Vision statement (target status)

Based on situates quo analysis, household and traffic surveys and interviews we have defined a vision that describes the objectives to be achieved in each region. These are summarized as follows:

  • Public transport systems of the two countries are connected to each other; on the one hand a unified local transport is created (between Komárom and Komárno; between Esztergom and Sturovo),
  • On the other hand a suburban transport is established (between the settlements of Komárom and Komárno, Győr and Dunajska Streda regions) that enhances the frequent and fast interconnection between towns and agglomerations.
  • Buses run between 5 am and 11 pm in a clock-face schedule; passengers travel with modern, low-floor, air conditioned vehicles.
  • Public transport service providers of the region operate in a Tariff Association in which tariff systems are harmonized, tickets and season tickets for the same distance or relation cost the same irrespectively of service provider.
  • Tickets and season tickets can be purchased via Internet and mobile devices; all service providers sell them to the public.
  • HUSKCard is a joint offer of service providers of the border regions; with the card unlimited number of trips can be performed during one day on the vehicles of service providers of the border region. HUSKCard provides unlimited number of trips not only on regional lines, but on the local public transport vehicles of all en-route settlements as well. HUSKCard can be used as an electronic ticket after having been uploaded to electronic cards issued by any of the service providers of the region or to mobile phones.
  • Passengers can plan their routes via computers and mobile devices; beside real time information is available on the Internet about the exact place of vehicles and the expected departures and arrivals.
  • Electronic displays provide information to passengers at major rail and bus stations and on vehicles.
  • Schedules, information brochures at stations, flyers and advertisements concerned on a regional level are published according to standardized design.
  • Cross-border commute will be general, especially due to work and school related purposes.
  • Development of public transport services enhances the advancement of economical, social, commercial and cultural relations in the intervention area.

The above stated vision is not utopian at all, although requires some years to be implemented. In order to do so, not only the development of public transport, but the change in external environment (e.g.: legal regulations, economic advancement, demographic relations...) is also required, as these have serious effects on traffic demand and structure of the network.

Sustainable mobility and tourism are highly concerned areas of the Europe 2020 strategy.

Regions covered by the TransHUSK project possess those requirements that are elemental to develop local tourism. These regions abound in various natural, cultural and historical values that could provide the basics for the development of colourful touristic offers and related activities. At the same time it can be stated as well that current development potential of other areas are not fully utilised either. Reason for this is that there is lack of information; therefore they do not receive the required attention.

Based all these information and general strategic objectives project partners defined the strategic objective of the TransHUSK project as follows:

The ratio of travels conducted by public transport should be increased when it comes to travelling cross-border

By this conditions of sustainable development can be improved as well, hence travelling by public transport is less harmful to the environment then travelling by car.

In order to reach stated strategic objective various factors should be improved and new processes should be implemented. Some of these factors are related to public transport service providers, while others are connected to the people using public transport services. Of course necessary requirements should be guaranteed in order to implement these elements.

A Megyei Kereskedelmi és Iparkamara adott otthont a mobilitás elősegítése a magyar-szlovák határ mentén a tömegközlekedés fejlesztése révén elnevezésű projektnyitó konferenciájának. A Közlekedéstudományi Intézet Nonprofit Kft.
